Its like anything in this game. You can "make" any build you want cheap. To have it win a lot costs more due to the rarity of items. Your question is kind of a loaded one.

Yes indeed....

Well let's suppose I'd use better than decent items on a LLD char. I suppose every build would be kind of expensive, but which ones could be affordable for me even with very decent gear?

Honestly lag isn't really a problem I played on dialup for years with a 300+ping and did fine.

LLD kickers and smiters won't kill people who don't want to be killed, mostally smiters.

If you're okay with every newb running to town with 5 life left then go for it.

Basic level 30 caster gear is cheap and effective. The most expensive things on a level 30 caster are SoJs and 15 lifer SC's. Obvously a really awesome orb for a sorc would be expensive but it's certainly not NEEDED for a beginning LLDer as spirit will work fine to start.

Some level 30 caster gear would be

Peasant crowns
Spirit weps
Spirit shield (paladin only)
Visceratuant
SoJs
2 tech tree +10%fcr amulets
Mage fists
Cow Kings boots
Skin of the Viper
15 lifers
Fhr/life belts

Anyway most of it's cheap.

This is for a hammerdin right? I think I'm gonna try it. I really wanna play as a level 30 so I can fight with the higher levels. If I can't play at all then I'll go melee.

Thats gear most level 30 casters use with a few exceptions to hit FCR BP's and class specific items.

a lvl 25 or 30 kicker is very easy to make and the cheapest lld that can hurt a lot with right setup IMO and rem max dmg dont afect kick dmg

Some people have indeed said that kickers were relatively cheap and good. But, I want to try a caster first. If I can't play it at all I'll go for the kicker.
