I have heard conflicting opinions as to if this item can even spawn...was looking for some input from the lld101 community.

i dont think it can. prayer is a tier 1 skill

nope it wont spawn unless you can do the thing with the cracked or broken or low-quality divine scepter and turn it into a normal divine scepter in the cube (it rolls it to ilvl 1, which can spawn prayer) but the best sockets you could get would be 3x once you did that.
