I know the formula for calculating alvl while rerolling using 6 pskulls.

But is the formula the same using 3pgems or is there a different one?

I'm fairly sure the only thing that maters with magical items is the actual level of the drop. Hence why I believe alot of people spend alot of Pgems re-rolling Hell Baal GC's.

would it be every time you reroll a gc the modes it can get depend on the monster who dropped it or what?

When rolling magical items with 3 pgems, the ilvl does not change.
