item imbue ilevel and char level

I have some etheral blade talons that i want to imbue. i'm looking for level 9 mods so my question is. what level should the character who imbues the item be and does the game difficulty matter in the selection of the mods on the imbued item? |

No.
It has everything to do with imbueing. Output ilvl of gambled items = clvl +4 to clvl -5, ilvl>0 Output ilvl of imbued items = clvl +4, ilvl >11 (because you cannot complete the quest until you are level 8) Gambling is creating items with a partially controled ilvl. ive gotten a few sweet ones with a lvl 21..just lucky i quess..good luck _________________ on a quest to be the be the best...HOO RAHH !!!
