I think the 20% IAS since that spawns on level 17+ bows. Edit: Found the one that I've posted before.

that sword may be alright for a level 30 conc barb socketet with 20%ed 15 max jewels. im not sure how the wep ias affects conc speed and all, that but it would at least have style

im pretty sure ive had a lvl 18 req bow with 20%ias before and it had other nice mods too. ill try and find a s/s of it ^^ edit:
