I'm pretty sure you can get 30% ias at lvl 30 as well on a rare. I know for a fact maiden gives 20 cuz I got some...but, I think u can get 30 on maidens. 
The other feedback I'd give is that cs zons are very specialized and tough to build on a stand alone basis. So is a GA zon! Even pure GA zons have a hard time killing pvp at lld lvl. So, I'm guessing a hybrid would make them even weaker...but test it and let us know. Sounds interesting. I'm thinking zons would need to be mld lvl or higher to be decent hybrids. |

this build well be so much fun for beating up little kids and such but i don't think it'll last against other intense 18-19 lld's. personally i think the lightning damage is just to low at that lvl espically against max res.
and i've found 2 java 30 ias knockback rare madens before, but if u ever found a 4 java 30 ias zon javas.... damn u better make a lvl 30 and not a lvl 19... if of course, they spawn

lets do some math here to test out some cs damage.
vmagi = 13 mdr
string = 13 mdr
now if i havnt lost you yet thats 26 mdr
now lets make this a nice easy number and say your charge bolts do 1000 dmg.
1000 / 6 = 166 dmg after pvp reduction
166 x .25 = 41 dmg
41 - 26 = 15 dmg per bolt
oh wait thats your power strike damage, i guess youll do even less cs dmg.

dont forget to multiply x # of bolts. At lower levels takes a few hits to kill ppl. It's also nearly impossible to be 75 res across the board without a hell rush so dmg will increase based on their res.

Why would you bother worrying about String and VMagi if you're making a level 19 build? A competent level 30 is going to beat a good level 18 any day.

im pretty sure its 350-400 dmg for a hellrushed lvl 18 cs zon, i tried one on sp and immediately deleted it cuz the dmg was so low. i dont remember how many bolts it had...but it just wouldnt do enough imo.
and those ceremonials are sick, @ lvl 30 you need 85 dex with grim/bone shields to get p blocking with rhyme in it.
