Yeah...kinda an etiquette question.
I feel like I shouldn't say c/o if it's too low, but maybe I'm just being too cautious.
(Not familiar with polls on this forum so I hope it turned out okay)

See on West, we say top offer instead of closing offer... it generally means the same thing, but it doesn't give the false hope of closing even if the offer is too low.

For myself (I'm sure about "everyone" else) I see c/o as "current offer" which is exactly how you described in your poll "This is the best offer, but I won't necessarily make the trade if I think it's too low"

I usually say c/o, will close this soon. Or I'll say c/o, I'll put a BIN on this item soon, or c/o, will not close for this though. So to me it could mean both; I'll close for it or I wont close for it, but I usually specifify. (spell check please)
