6 frame smite is the fastest you can get. If you can get 6 frames with 60 ias your 220 is useless. Use this link to help keep you from wasting time with useless ias. http://diablo2.ingame.de/tips/calcs/weaponspeed.php?lang=english

Try doing a single player test. Smite something with level 1 holy shield, and with a +99 holy shield prebuff. Defense and %block can be tested in a similar manner.
