I'm sure it's been done before, but I have never seen one in action. I'd really like to make one. I have to go to sleep soon, so I'll just write some ideas here before I forget.
Skills:
A lot into Bone Armor and Bone Wall.
Main curse will probably be Decrep.
I haven't done any testing or anything, but from what I've seen, it looks like necros attack pretty slow. I'll need a fast weapon. Or maybe something with Zeal charges?
Possible weapons:
The Diggler (30% ias, resists, +10 dex)
6 shael something
Clegs
Gravenspine (+2 necro skills, +10 dex, +10 str, mana, cold damage)
Other gear:
Twitch
Angelic
3 socket headgear
Shield?
Sanders or Cow Kings
Belt?
This is just a rough draft. I'm not sure about the level yet. Probably 24-29.

firend had nice 9lvl psn dagger neccy :>
i think he used as main wep 10%ias kris or something
in switch he had +3psn dagger head and +1 amp/clay golem wand
armor was max dmg bp
helm was max dmg mask
shield was max dmg pelta
and charms 15lifers
he did pretty well vs public dummys
and skills: maxed psn dagger and rest was in bone armor i think

Poison Dagger would not be a good choice. Maybe VS pub's but as always Deaths>that build,
I think most Necros use Sac charges instead of Zeal for the AR issues.
What level are you going to...12?

I'd go with the charge weap. Then on switch have a head and wand with + decript/bonearmor setup.
Sander's is better in my opinion, +100 ar over the 5 extra dex stats, which you probably won't need since you'll have Twitch.
Sheild... A high def deflecting mod Bonesheild with 2 sockets. Or a Deflecting tower with 3 sockets, although that's pretty spendy. With some +max.
You're gonna want Death's gloves/sash, for cannot be frozen. Or Death's sash/Bloodfists, if you can spare to lose 20% ar.
Skills, 0 into your curse, since you'll have it on switch. Then like you said, bonearmor and bonewall.

Hmm,
if you are going to use Decrepify, you will at least need to be lv 24.
You could use Poison Dagger with a 'Malice' Dagger or something..

dunno about speed issues but what about jade tan do, quite a bit of psn on that already and it has cannot be frozen which would open you up to use something besides deaths belt

Poison dagger would still be a good choice, since the duration is so long that just means you need to hit them more often... 75% less duration on a 20 second duration... just hit em couple more times.

Hm...poison damage is pretty easy to deal with though. I was thinking about pure physical damage. I don't know yet. I guess I'll try different things.

physical damage will definitely make the build more fun to play with. i suggest a fairly low lvl for this, 24 and below. a dainty necro is effective this way when everyone else's skills are just as subpar, gives him much better chances. sac, bone armor, golem, (just maybe) decrep. you'll want nice fhr/fbr, to recast bone armor as you will.

the main point for the psn dagger usage imo is to get the ar% bonus thats why 9lvl is cool it can get pretty nice dmf for psych. and psn (at if u got prebuff items for psn dagger) and the noobies are always like "WTF NEC HAECK!SS!1neon"

hehe i have a 51 psn large charm for lvl 9 if you coudl get those wouldnt have as much life or anything but thatd be fun to have twenty of thos in your inventory...1000 psn dmg right there
and heprea that reminds me about last nite, was duelin on my regen charger on east ladder, i was double teamed against a 38hammerdin and 54 wwbarb and they lost 15+ times and kept calling me a noob potter

If this was lvl 30ish, you could use inventory full of max/ar/life charms
Gear
Weapon: 120 ias wep On switch a dagger so u can poison dagger
Armor: Up'd twitch with max dmg jewl
Helm: 2os visionary, or a 3 os crown
Shield: 1 of 3 choices, Rare head w/ + skills and of deflecting, Whistans, or rhyme head with like + to skills.
Rings + Ammy: Angelics ring and ammy, maybe 1 angelic ring 1 soj and angelic ammy
Glooves: I dont know the bps of a necros ias, but assuming 140 is fast enough bloodfists or deaths
Belts: SoE or deaths
Boots: Sanders w/out a doubt
Skill layout:
20 to bone armor
1 into amp or life tap, assuming that you dont have a shield that givesthem
1 into bone wall and bone prison, so u can trap urself and them so they cant run
Rest into poison dagger, if u plan on using, and 1 into synergies.
I'll test this on open later, see if it works

whatever you do DO NOT MAX BONE ARMOR
max bone wall, it gives +15 absorb synergy.....bone armor gains 10 for each point...max bone wall not armor, you will end up with an extra 100sorb maxed

A point in Bone Prison could help to..
Stab them, prison them, and run away
Though it might be a bit BM..
If you are going for lvl 30, a point in Fire Golem could be handy, it's holy fire will kill low hp players, and you can cast it ontop of players to, so it does (minor) splash damage.
