Hi, I'm not sure what I should make insight out of for a lvl 30 charger. Would a pike's lev req be too high?

A pike would be a very very bad idea. Namely for the fact that insight doesn't work in spears.

Go for a partizan, for pure damage, damage, damage, and... damage. If you want low reqs, a rune staff works well, however it only has ~2/3 the damage of a partizan. Typically it's best for a hybrid (regen/charge switch for a hammerdin).
