Since I can not remember or find a thread on ilvl drops where can I find magic jewels that can be cubed with 3 perf gems (level eighteen). If there is a link anyone can hook me up with that would be great also.

You need ilvl 25 to get the "of Carnage" suffix.

the arcane santuary i beileve has about mlvl 19

so anywhere beyond that in act 2... imo id recomend act 2 tomb runs in norm baal game

hmm, I never found any "of Carnage" in tombs, I tend to find "Large Charms of Life" and "Jewels of Wrath" there though...

I found a Jewel of Carnage in a cow run recently, maybe you could try that?

Council members in act3 are mlvl 25 in normal. Maybe that's a good spot? think those are the earliest mlvl 25 you encounter apart of boss packs.
