This all depends on how you look at the problem as is illustrated by Blade Talons with three -req jewels:
50/50 strength/dexterity req * 0.55 = 27.5. Rounded down = 27
50/50 strength/dexterity req * 0.45 = 22.5. Rounded down = 22. 50 - 22 = 28.
However, since we're talking about iLvls, this doesn't matter - iLvls are always rounded down.

This is not a complete resource, but, more for the most popular mods. It was intended to be a quick resource so feel free to look up any additional specialized mods at: www.d2data.net
or if you want to go to the arreat summit: ilvl x .75 works for "MOST" mods but not all. GL.

Anyway, i'm trying to find 20%edmg/-15%req jools. I figured the odds on a magic jool (ilvl 13) are 1 in 558, and thats just for 11-20% ed. 1 in 5580 for 20%. Was trying to figure out if rares have better odds, cuz i'm not one to go trade for some duped jools, just to be godly.
Well, i can easily figure this out, but i need to know a few things.
1. Is that info correct, 50% prefix / 50% suffix?
2. Are the odds of getting 2, 3, and 4 mods equal?
3. Say you get 3 prefixes in a row on a "chosen 4 mod" jool. Will it automatically choose a suffix? Will it randomly choose and just ignore a prefix and spit out a 3 modded jool?
This seems like too much and i think i'll try and do an estimate right now using 50%/50%, 2/3/4 mods equal odds, and if it's 4 mods, it will get all 4 mods, just not more than 3 pre or suf.
Well i just realized that its not worth calculating, cuz u find WAY more jools mfing norm act 2 with Harmony wielding holy shocker than you could cube. The odds of rare are better than 1 in 268(Probly around 1 in 200), and magic are 1 in 558 for Rusty Jools of Freedom. I forgot to mention that this is for ed/-req WITH NO MIN OR MAX dmg. Well time to start mfing.

Dood...you hurt my brain with your question. Rare jewels # of mods spawning is random as far as I know.
Andy is mlvl 12 (in norm)
I think rusty mod needs ilvl 13 or 14 off the top of my head without looking it up. Rocky waste = mlvl 14, sewers in a2 = mlvl 13 and 14, harem in a2 all the way to palace lvl 3 = mlvl 13
claw viper temple = mlvl 14
Basically... most of Act 2 is a great place to find your "rusty" mod. -req can fall anywhere since it has ilvl of zero. Anything past act2 can spawn the jewel but I would stick to act 2 if I were you.
