This is my idea for a lvl 30 bowasin:
Skills:
1 Blade Mastery (Prereq)
5-15 Bos
1 Fade (Prereq)
1 Venom
Maybe light traps to help with stunning and damage

Items:
(2) +2 shadow skills blade talon for prebuff
+2 shadow helm for prebuff
upped twitch soc/pamethyst
pcrown soc/pamethyst
upped Rogues Bow or Zephyr
Cow kings boots
Angelics ring and ammy
Ik gloves and belt
Staff with enchant charges

Stats:
80 base str
Everything else into vitality

This will give a very fast IAS (95% just from items), but I'm not sure how much ias is needed to get the fastest possible attack speed. +2 shadow claws and helm used to prebuff bos and venom. I haven't finished lvling, so I'm not concrete on skills and items, or how much dmg will be.

venom at low lvls realy cant do much,even if the person is not useing deaths i dont believe this is a viable build since #1 your damage will mainly have to come from charms.#2 ul be useing normal atacks and at best mebee some bowskill charged gloves either of which will be able to be blocked since i have never seen GA gloves at lvl 30.even a good lvl 30 bowzon doesnt hit all the time cuz GA can be blocked but your build wont have the "always hits" ability so AR will even play a big role in your build.I have a lvl 30 bowzon that uses uped rouges and even with 20max twitch 60 max helm and good charms i still only can reach close to 800 GA which doesnt seem too bad but the only thing that makes the build viable is the 70+% chance for crit with ds and alotta +crit skill which u wont have.If u didnt have to use twitch u could use peace+sojs mebee with DS from rouges to hit harder but then u would loose ias and ar from your rings its a tough build to start if i were u i would check the minumum ias needed for 9-8 frame atack and go from there but i would definately consider the + crit skill from peace,soj's and rouges to do some damage.also im pretty sure most ppl that do physical damage and are going for crit hits dont use poison damage of ne kind its been said that poison damage ruins your chance for crit.In sumary i dont believe your venom will do enough damage if i were u i would calk the ias get urself a editor and make this build on open as a test and then find out u need to go for Crit

I've killed people with skystrike before with my lld kicker assn. It was used mainly for situational duels, i.e. with pubby hammerdins. I havent' tried upped rogues, but it could work.

Helm: If it's possible, craft a "blood" helm with +2 shadow.
5-10% Deadly Strike
(1-3)% Life Stolen Per Hit
+(10-20) To Life

Armor: See what you need for IAS; other armors: purple armor w/ cb, stealth (frw, fhr), vipermagi (resists, mdr, +skill), spirit shroud (cbf)
Sander's boots beats Cow kings. AR + 40frw wins over 5 extra stats.
Gloves: go with knockback, ias, etc. crafted. or use Death's + belt for cbf.

LLD viper-snipers are hard to do, you need a lot of pre-buff gear to even think about being effective. I think mine ended up using

Pre-buff
Tarn helm
+2shadow disc ammy
2x +2shadow disc claws
magi
(gloves don't matter, unless a +2 shadow disc can spawn)
2x sojs
(belt doesn't matter)
(boots don't matter)

I didn't really put to much into the build, it was purely for fun. But from what I noticed you just won't do enough damage.
