i am looking to trade for a pair of rare battle boots with some really nice mods on them. currently they are lvl 29. i would like to up these to war boots. is it possible to up these and get a lvl req under lvl 30?

it will go lvl 32 i think

Upgrades can't change the base type of the item, only the normal/excep/elite tag. Battle boots will become Mirrored Boots, and the level req will be that of standard mirrored boots + 5.

You can only upgrade rare Greaves into War Boots.
