use the affix calc
i chose
item: "Zweihander"
recipe: "none monster drops -magic"
input ilvl: "67" (it was just a guess)
heres a link to the read out:
http://www.diabloii.nu/affixcalc/calculate.asp?version=110&type=swor&quality=mag&qlvl=49&inputilvl=67&maglvl=0&lvl=&plvl=&ilvl=&clvl=1
1) note the Alvl in the table at the top of the screen alvl: "XX"
2) note the "lvl" for "Ferocious" (8th affix from the top)
go back to here:
http://www.diabloii.nu/affixcalc/
choose the weapon,, use the "monster drop magic" and enter an input ilvl a lil less then 67 to see how the Alvl lowers..
when u reach the same alvl as the one across from "ferocious" u have found the right Ilvl that is needed to spawn the exact alvl for ferocious...
just subtract 5 from the input ilvl and u have the Clvl that u should shop with

1 last time here in better detail with the answer. but after this i expect u to figure it out, or hope someone else gives u the answer.
ILVL = item level... this is the lvl the item has been set to
Qlvl = quality lvl.. this is a set number that never changes.. ALL Zwei's have qlvl 49
Affix lvl = the lvl of the magical affix u want.. Example: "Ferocious" is lvl 41
to determine the Allowable Alvl's on an item the game uses the Ilvl and Qlvl.
"Ferocious" is 41, we know this bc we can see it on the list. Thats the alvl your trying to make the Zwei hit. (41)
in order to hit that Alvl u must figure out what Item lvl (ilvl) is needed.. i do this thru trial and error... ill type in "99" to see all the affix and then check to see what alvl i need for the mod i want.
i will then enter a new Ilvl to lower the Alvl and find the Ilvl that makes the item have the alvl that equals the one needed for the mod.
I ype in an arbitrary number.. such as "70" for the ilvl
the table at the top tells u what Alvl its getting... Since its above 41 it could be getting other mods (wich u dont want)
by entering a new "input ilvl" lower... u will begin to slowly lower the Alvl list....
when u have entered in an ilvl that makes the "alvl" the same as the one for "Ferocious" u have it.
take that ilvl that u entered and subtract 5.. this is bc shops make items with the lvl set to Character +5.
To summerize:
in order to get "Ferocious" of "swiftness" u shop with a lvl 60 character.
this character makes the shops spawn items with Ilvl 65
when u find a Zwei it is Ilvl 65 and will have an alvl 41.... wich means u reach the minimum alvl needed to get Ferocious
**there is 1 last thing that is important.
your chance of making a Flamberge turn into a Zwei is based on your clvl
it MAY be better to shop with a higher level char
i know is how to use that calc.. but i dont know how to factor your chances for item upgrading along with it unless i knew the chances for upgrading at each clvl. i might try to find that.*
********************************************************
EDIT: this is the information i could find on item upgrading to exceptional and elite:
taken from Dii.net item generation tutorial:
caps on shopping in normal:
Act 1: 12
Act 2: 20
Act 3: 28
Act 4: 36
Act 5: 45
Exceptional and Elite items are offered to higher level characters, with the odds depending on your Clvl. The best odds possible, with a Clvl 99 character are:
NM Excep: 10.7%
Hell Excep: 18.3%
Hell Elite: 2.7%
ANDVANCED DISSCUSION:
The items offered by NPCs are not truly random, and they do not follow Treasure Classes. There are specific families of items that each NPC can choose from and they have a chance to upgrade to the Exceptional and Elite versions of those items on Nightmare and Hell. The higher your Clvl, the better your odds of seeing more Exceps and Elites. This is why you always see nearly a full window of Great Swords and Flamberges from Larzuk, along with their Excep and Elite versions.
There are bugs in this system; you hardly see any Excep or Elite stuff in Act One, no matter how high your Clvl. And some types of items get crowded out entirely at higher levels. You see nothing but Great Mauls and some Mauls in A4 or A5 hell, and never any one-handed maces, while in Normal you see plenty of War Hammers. Since the 2H maces are higher level, they take precedence for higher level characters.
Higher level characters see more Exceptional and Elite items offered for sale. You can see much discussion of the formula here.
Exceptional: (<100*(Ilvl-Qlvl)/2>+1)/100 %
Elite: (<100*(Ilvl-Qlvl)/4>+1)/100 %
Which works out to about:
Exceptional: (Ilvl-Qlvl)/2 %
Elite: (Ilvl-Qlvl)/4 %
In this formula, Ilvl = (Clvl - 5 + Rnd<10>), Rnd<10> is 0 to 9. Qlvl is the level of the base item picked (that is of the exceptional/elite item we are checking to upgrade to).
In terms more people can deal with, you have about a 4% base chance on NM, plus 1% per 16 Clvls. Actually 15.6.
On hell there is a 1% plus 1% per 63 levels and if not, 5% plus 1% per 8 level. For a Clvl 99 character, the best odds you'll ever get are:
NM Excep: 10.7%
Hell Excep: 18.3%
Hell Elite: 2.7%
In simplest terms, the higher your level the more Excep/Elite stuff, and you need to be about the level of the item you are trying to see to have any chance to see it for sale. I.E. Qlvl 75 Colossus Sword, you need to be Clvl 75ish to have any hope, and higher is better.
