i just gamble them on my lvl 80 goldfind barb. The higher the lvl your char, the more chance you will have of gettin' a hand scythe.
I would suggest trying to reroll a magic handscythe + 3x flawless gems with a lvl 30 char or watever....i found that it works the best.

nope, use flawless gems...they are 10x easier to get and you get either 1 or 2 sockets with each reroll.

Gambling is way different than cubing a magic wep.
Clvl DOES matter in gambling...while higher lvls have access to higher alvl mods there are clvls that are "optimum" for gambling. What that means if you have ever checked the affix mod calculator if you input say clvl 35 and look for % chance to get mods you are looking for the %'s are different than if you input clvl 80.
I tried looking at the affix calc but the link is not working. To shop wands for a pnb nec u need a char around lvl 41 so I'd guess gambling would be anywhere from 35-45. Otherwise just gamble with whoever has tons of gold but gamble nm would be your best bet IMO.
