It's pretty up there in price/rarity. I'd say its over that wand, but I dont really value nec wand to much.

Way I see it, +2 all/35fcr/100mana/22vit/55 fhr > that wand

Well, I think the wand is 'rarer'. You won't be able to find another one like it anytime soon.

There are sorc circs out there that are comparable to yours and probably easier to get. The Dex on it isn't too useful in most cases.

Circ is actually very nice for an es/mb build (even though I think they all blow)
