I found a shield:

Bone Shield of Deflecting:

Def: 20

Lvl Req: 8

30% Fast Block Rate

20% Increase Chance of Blocking

Socketed (2)

I was wondering if it was any good, and if so what I could get for it.

ya its not GREAT but its a decent sheild
i dunno wht some1 would give for it though

thanks, but 2nd question:
I have a + 2-9 dmg jewel, +7 life.
Should I put that in the shield and use it or wait for a better shield?

Wait.

you'll want a shield with 10-17 fhr/deflecting mods/2 sockets and possibly other neat sorts of mods. You'll regret using anything but a plain 9 in that shield.

good starter shield great for plain 15 max lvl 18 jewels or 9 max lvl 8 jewels

Shopping one of the merchants, I usually choose Anya on hell while im in a Pindling mood, look for a shield of deflecting with a decent prefix mod such as Vulpine, will still be level 8 required but a nice mod like 10-12% damage to mana will be much better to socket with nice jewels.

drognan is a far better choice to shop at because he seems to spawn more boneshields. hell or nm. keep making games until the door spawns beside him. him and anya are the best choices to shop at in general.
