why on EARTH would you put that on a smiter?

smiters want weapons with +conc +smite +holy shield +ias +crushingblow or open wounds. the LAST thing a smiter needs to worry about, is getting holzy freeze.

the ideal smiter scepter is +1 paladin skills +3 conc +3 smite +3holy shield 30ias, that gets 2 sockets when you larzuk it.

i honestly dont know for sure, nor have i every looked into it. if it cant spawn, it cant spawn and im wrong. oh well. insert +charge or something then.

It's trash to you, and in trade value, but it is treasure to some of the less well-off lld's who barely have anything. It's good to give away average items to the newer lld's to get them more into it and they try harder, and brin friends into it, etc.
