How does Shiver armor work?

Subject description: I want details!
 

I'd like to know how shiver armor works in pvp vs melee. Last night I dueled a cs/bow zon and a tals fb sorc with my hld kicker. Those are both builds that I should've had np killing quickly. They both had shiver armor though, and I was only able to land few if any hits. I searched around a few forums and wasn't able to find any concrete details about how it works.

It just boosts defense, and give 'attack takes dmg of __' It makes it a lot harder for melee to hit them for some reason. Not too sure why though.

if you wana know how they get it, its HLD obviously, go to google images and type in diablo 2 fortitude and check out teh pics

I'm no newb.. and that wasn't my question at all. And why would I be dueling a bowa and a tals sorc who were lld/mld..oh wait.. tals sorcs have to be hld, with my hld. I want to know how shiver armor works (details; I already know that it boosts the caster's defense, and everything else the Arreat Summit says), how it prevents me from hitting someone, and therefore how I can beat it. Confused

It'll be Chilling armor on Fortitude when dueling a zon and maybe it was on the sorc.If it was CA and you were dueling dual claw it possible you were blocking the retaliations from CA preventing you attacking as much(like zons being in dodge lock).If you are using dual claws ,simple try dueling them with a shield,if not then all I can think is the extra attacks are reducing your recovery(FHR).
